The Galleria Comunale d'Arte grew out of a change in the fate of a historic building. Its home was once the powder magazine of the Savoy arsenal, dating from the end of the eighteenth century. In 1828, Carlo Boyl di Putifigari created its neoclassical façade, which became the visual background of the avenue through the Public Gardens. After its military use ended at the close of the nineteenth century, the building passed to the municipality. Ubaldo Badas transformed it in the early 1930s, and in 1933 it became the first civic museum in Sardinia. A place made for storing gunpowder became a place for preserving art and civic memory.
The collection expanded in successive chapters. Its first groups of works were acquired during regional fine-arts exhibitions in the 1930s. In June 1939, the museum acquired seven original plaster works by Francesco Ciusa, together with the bronze Bontà. In the 1970s, eighty-two works entered the contemporary-art collection. In 1999, the collection of Francesco Paolo Ingrao was donated to Cagliari after his death, by Elisa Mulas, his assistant and universal heir. The adjoining artificial caves had once supplied stone for the ancient city; during the Second World War they served as an air-raid shelter and a storage area. Restored in 2015, CARTEC now hosts temporary exhibitions, while the surrounding gardens extend the museum into the open air.
